In the interview of Iravaban.net, Anna Margaryan, the YSU lecturer and specialist of criminal law talked about the problems of control of the criminal authorities’ actions.
Anna Margaryan spoke about the Georgian experience, “In Georgia a criminal liability was issued against all those who introduced themselves as criminal authorities. The ideas of criminal authorities concerning the “criminal rights” and the state’s laws are different. On the one hand, when a person introduces himself as a criminal authority, a criminal liability is issued against him. The criminal authority will never get rid of his status, that is to say if the criminal authority is asked whether he is a criminal authority or not, and he says that he is not, then according to his understanding he would face certain problems”- Anna Margaryan added, stating that due to this mechanism the criminal authorities were driven out from the country.
But is it the problem was solved, if there is violence in Georgia and the “kingpin” effect and so on.
“Anyway, does it I solve the problem, and isn’t there violence and influence of the criminal authorities in Georgia today? The the issue here is not the movement. Preventive actions should be organized in a professional way. I do not strive to diminish the work carried out by our law authorities, as preventive actions include very serious procedures”, concluded the specialist.
