On 23 January at 11:00, presentation of the Electronic Notary System was held in the RA Chamber of Advocates.
Hasmik Harutyunyan, President of the RA Chamber of Advocates mentioned that the system in addition to facilitation of the internal document flow of the notary, but also eliminates the need for citizens to demand different documents.
“A visit to the Notary office is enough for the citizen to receive the corresponding roll, contract, and then receive the document proving their rights. This contributes to time saving and reduction of the document flow,” Ms Harutyunyan said.
Arsen Mkrtchyan, the First deputy Justice Minister of the RA mentioned that the Electronic System has a number of advantages, “Specifically, currently the Notary system is in relation and connected with a number of state bodies, which collect information about the persons or their property. In fact, the citizen who enters the notary office can be sure that the notary is correspondingly informed about the specific rights, the person and the legal conditions, as well as about other conditions which may raise consequences.”
In 2009 the Armenian Young Lawyers Association NGO conducted the monitoring of the RA Notary Offices. Advocate Miss Syuzanna Soghomonyan, the Member of AYLA Board mentioned that the results of monitoring activities, which the organization conduced during years, were pretty enough to observe the positive changes. The organization had recommended introducing the Electronic Notary System as well. Further, Syuzanna Soghomonyan mentioned that the existing database of digital documents should be extended: “According to the information we have currently only the documents of the past two years have been digitized. However, it is important to digitize the documents that were archived in the previous years as well; otherwise the simplified procedure will be applicable only for after its operation.”
