The Major Problem is that the System may not be working for a Whole Day: Mariam Ghulyan

The “Electronic Civil Procedure” online platform has been in operation for about 6 months. All procedural documents (petitions, applications, complaints, responses, positions, solicitations, etc., except for information constituting a state secret, which are provided only in a material form) in new court cases must be drawn up and submitted to the court through this platform.

In an interview with Iravaban.net, lawyer Mariam Ghulyan positively assessed the creation of the system, noting that the problems she encountered during the implementation of the system were mainly of a technical nature, “The major problem is that the system may not be work for a whole day.”

The system has two domains: external and internal. Access to each domain depends on the user’s eligibility. The external domain of the System is accessible to the public, and the range of persons with access to the internal domain is regulated by the System Administrator(s).

A person with the status of a judge can enter the System only by authenticating in the internal domain. When identified in the external domain, the judge acts as an ordinary citizen and is able to perform the actions that are performed by citizens (for example, file a lawsuit, see the list of cases in which he is involved, as a person participating in the case, etc.).

“When entering the claim, there may be problems related to the statute of limitations and other deadlines, but the system may be not working. Replies are submitted electronically in the same way as well, and they also have clear deadlines. It may just be the last day, and the system may not work. These are problems that lawyers are trying to find alternative ways to solve,” Mariam Ghulyan says.

It should be added the launched Electronic Civil Procedure platform is a part of the E-justice.
