38 Episodes of receiving, giving and mediation of Bribes at the Gyumri Branch of the “National Polytechnic University of Armenia”: 22 Persons were charged

Preliminary investigation of criminal proceedings of multi-profile inspection initiated by the Investigative Department of the RA NSS regarding cases of taking bribes from students by professors of the Gyumri branch of the “National Polytechnic University of Armenia” Foundation, giving bribes to professors by the latter, as well as cases of mediation of bribes, and then transferred to the RA CC, was completed in the Shirak Regional Investigative Department of the RA Investigative Committee.

As a result of the investigative and administrative actions carried out, factual evidence was obtained that a group of officials and lecturers from different departments of the Gyumri branch of the National Polytechnic University of Armenia Foundation, with the assistance of operators-clerks of the same organization, committed unlawful acts in the interests of students of the educational institution, including for the for assigning a positive exam grade for the exam, in conditions of unpreparedness for tests, exams and diplomas theses, in the period between February to June 2021, demanded and received from each of them, as well as their parents, bribes in the amount of 10,000 to 100,000 AMD.

The investigation proved that the operator-clerks, having close relations with the students, facilitating collusion between them and professors on bribery, took the bribe-money from the students and handed it over to the professors, and the latter gave the clerks part of the money.

Based on the obtained sufficient facts, 11 lecturers were charged under Article 311, Part 2 of the RA Criminal Code, which came into force on 01.08.2003 (which corresponds to Article 435, Part 2, Clause 3 of the current Criminal Code). 2 clerks under part 1 of Article 313 (which corresponds to part 1 of Article 437 of the current Criminal Code), and 9 students and parents under part 2 of Article 312 (which corresponds to Part 1 of Article 436 of the current Criminal Code).

The criminal proceedings, with the indictment, were sent to the prosecutor with a motion to send to the court.

Note: A person that is suspected or accused of an alleged crime is considered innocent until his/her guilt is proved by a court judgment that has come into legal effect pursuant to the procedure determined by RA Criminal Procedure Code.
