“Based on our analysis of open videos, we have data on about 50-60 prisoners of war. We cannot say the exact number now, because they are changing. He noted that since mid-October, starting from about 10, closed reports on universal treatment have been prepared jointly with the RA Ombudsman. “Recently we have finished distributing the fourth, now the fifth is being prepared,” Beglaryan said.

As for why they prepared closed reports and not open, public ones, the Artsakh Human Rights Defender said that there are cruel images, quite a lot of personal data that is why the reports were closed.

“To date, we, the Human Rights Defender of the Artsakh Republic and  the Human Rights Defender of the Republic of Armenia, analyze as much as possible all the data provided by the Public, Relatives and the Defense Ministry. We try to process, collect data, submit analyzes and submit the relevant lists to the Red Cross, the government, including the Ministries of Defense and their affiliated Commissions for Prisoners and Missing Persons, which is the authorized body on this issue. In other words, it must be taken into account that the government, on behalf of the Commissions of Prisoners of War and Missing Persons in Artsakh and Armenia, is responsible for these actions. And we and the other bodies simply perform a supporting function,” Artak Beglaryan said.
