The return of people should not be inertial, it should be highly organized, and planned so that the returnees have at least the minimum conditions for the place of residence, the opportunity, and have at least the minimum conditions for organizing life.

I am talking first of all about those whose apartments have suffered from Azerbaijani blows or will be under the control of Azerbaijan as of 1 December. And the number of these people reaches tens of thousands.

We have no right to allow one more disappointment. It is necessary to unite all the opportunities of the Armenians to bring Artsakh, the Artsakh people to the full life conditions..
