The Deputy Prime Minister made a speech, where he particularly said.

“Dear Heads of Government,

Dear Partners,

Expressing a general opinion, I would like to note that the main goal of the CIS continues to be to provide favorable conditions for the further development of interstate cooperation in the sphere of economy, humanitarian sphere, security and political cooperation.

Armenia welcomes the cooperation initiatives in the mentioned spheres, is ready to support the effective implementation of the adopted decisions.

I am confident that our further efforts to supplement the existing agreements with concrete content will increase the real contribution of the CIS in strengthening and expanding the multilateral cooperation of our countries within the organization.

In connection with the statements of the Azerbaijani side, I must remind that the only measure of the Nagorno Karabakh conflict settlement, endowed with the mandate of the international community, is the OSCE Minsk Group Co-Chairs on behalf of the Russian Federation, the French Republic and the United States.

Since the topic was touched upon, I must state that at present the aggression of Azerbaijan against Nagorno Karabakh continues, which, by the way, is carried out with the direct military-political support of Turkey and the involvement of terrorists from Syria and Libya. In front of everyone’s eyes, Azerbaijan is becoming a base for penetrating of the terrorists and their ideology to CIS territory.

All settlements in Nagorno-Karabakh, including the capital Stepanakert, Shushi, the second largest city, civilian infrastructure, health facilities, schools, pre-schools, religious and historical monuments, are being shelled by the Azerbaijani armed forces.

Fighters on the Azerbaijani side use methods typical of radical terrorist groups, such as torture of captives, demonstrative shootings, beheadings, and the desecration of the bodies of those killed.

The Azerbaijani leadership has a number of war crimes in its gross violation of international humanitarian law.

Despite calls from the OSCE Minsk Group Co-Chairs, heads of state and representatives of reputable international organizations, Azerbaijan has repeatedly violated and continues to violate the ceasefire agreements reached.

Azerbaijan should have realized long ago that there is no military solution to the Nagorno-Karabakh conflict, that the CIS is not a platform for spreading lies.

Returning to the agenda of our sitting today, I will briefly touch upon some issues.

I would like to note once again that Armenia is ready to continue taking practical steps to create favorable conditions for the expansion of mutually beneficial areas of mutually beneficial cooperation within our organization.

As it is known, any economic instability on a global scale is an incentive for new approaches, innovations and capitalization of scientific achievements.

And in this regard, we attach special importance to the cooperation of the CIS member states in innovative, educational, information and other spheres.

The Armenian side expresses its readiness to deepen cooperation within the framework of high technology development programs, taking into account that digitalization, innovation and technology development are priorities in our country.

In this context, the Armenian side attaches importance to the adoption of the interstate program of innovative cooperation between the CIS member states until 2030 and the signing of the agreement on information cooperation between the CIS member states in the field of digital development.

The Armenian side also supports the adoption of the documents proposed at the meeting, which regulate and improve the existing mechanisms of cooperation in various fields, in particular, the establishment and development of a unified air defense system, the use of nuclear energy for peaceful purposes, and the security of international transportation in the CIS areas.

We perceive the adoption of the program of priority measures for cooperation in the humanitarian sphere for the next two years as another step in strengthening ties and expanding contacts in the humanitarian sphere.

We attach great importance to the adoption of the program of measures for the first five years of the Economic Development Strategy for the development of the economy and interstate trade and economic cooperation, which also includes measures to minimize the negative effects of the epidemic on the economies of the CIS countries.

Accordingly, we attach special importance to cooperation in the fields of healthcare, population health protection, rehabilitation and improvement, health and epidemiological welfare and medicine in the fields of interstate relations.
