Support for Unemployed (Unregistered) or Single Parents with Children under 18 will be provided: Minister

The Government, at its regular session on 2 April, decided to assist families with children under 18 due to the difficulties caused by the spread of coronavirus.

Zaruhi Batoyan, Minister of Labor and Social Affairs, presented the draft law to the executive members:

  1. The purpose of the event is to support families with children up to 18 years of age due to social problems caused by the spread of coronavirus.
  2. All families with children under 18 are eligible for the event and any of the following are eligible:
  • The child’s parents did not have a registered job as of 12 March, 2020, and were not accepted for temporary or permanent employment in the period of 12 March – 31March, 2020;
  • The child’s parents did not have a registered job as of 12 March, 2020, and one of them was not accepted for temporary or permanent registered employment in the period of 12 March – 31 March, 2020;
  • The child’s family was not included in the family vulnerability assessment system as of 12 March, 2020, or the family insecurity score is lower than 28.01;
  • The single parent of the child did not have a registered job as of 12 March, 2020, and was not accepted for temporary or permanent registered employment in the period of 12 March – 31 March, 2020;
  • As of 31 March, 2020, the child’s parent or parent has not been an individual entrepreneur whose business has not been terminated as of the same date as prescribed by Armenian legislation.
  1. Support is provided in the form of a lump sum payment of 26,500 AMD per child.
  2. The request is provided online by one of the parents on the amwebsite.
  3. The data of the families supported during this event are published on the official website of the Ministry of Labor and Social Affairs.
  4. For the purposes of this event, a family may be eligible if children under the age of 18 (or single child) and their parents (or single parent) are permanently resident in Armenia and at least one parent and children were in Armenia in the period of 12 March – 31 March, 2020.
  5. For the purposes of this measure, the family cannot be a beneficiary if one or both of the child’s parents had registered permanent or temporary employment between 1 January, 2020, and March 1, 2020, and the sum of the average monthly salary of a parent or the average monthly salary of one of the parents during that period. The amount exceeded 500,000 AMD.
  6. Notwithstanding the identification rules set forth in Clause 2 of this Annex, all parents or families who are beneficiaries of one of the measures approved by the Government of the Republic of Armenia decisions  358L of 26 March 2020 and 410L, 411L, 412L of 30 March, 2020 shall also benefit from this measure. Beneficiary of one of the measures approved by decisions, but in the manner prescribed by this measure, will receive a larger sum of 26,500 AMD for each child. In this case, the beneficiary has the right to refuse the support of the event approved by the above decisions and to apply for the assistance provided in this measure.
