The concept on the introduction of a private system of compulsory enforcement has been submitted for public discussion. Preference was given to the mixed system of compulsory enforcement, that is, the “state” and “private” systems will operate. Initially, private enforcement officers will conduct only enforcement proceedings of a property nature.
Elina Geghamyan, Assistant to the Chief Compulsory Enforcement Officer, says that in recent years the workload in the Compulsory Enforcement Service has significantly increased, and the state system cannot solve that problem now. Great financial and human resources are needed.
Lawyer Ashot Nurijanyan states that he is not in favor of introducing such a system. According to him, there is a danger of increase of expenses for the execution of the non-performance of executive papers of low cost,
