Azerbaijan is a party to the United Nations Declaration on the Elimination of All Forms of Racial Discrimination, and so is Armenia. This Convention requires the guarantee of the most fundamental rights from the Member States. In this case, Azerbaijan has obligations.

The Deputy Minister of Justice Kristine Grigoryan said this in a conversation with Iravaban.net.

“During the war, there are so many facts that racial discrimination or discrimination on the basis of ethnicity by Azerbaijan has simply been raised to the level of state policy.
