Last year, on 29 December, the RA Ministry of Finance signed an agreement with “Orange Armenia” Company. The deadline of the agreement was on 22 December, 2016. And 15 million AMD or more than 31 thousand USD was paid for services.
As we know, “Orange Armenia” Company is not the only provider of mobile services in Armenia. However, the agreement was signed with this company, which was associated with the name of Gagik Khachatryan the RA Minister of Finance. Why?
In July 2015, “U Com” LLC bought “Orange Armenia” CJSC, which was formed by “Orange Paghtisipasion” JSC registered in Paris. Currently “U Com” Company is 100 percent shareholder of “Orange Armenia”.
The largest shareholder of “U Com” is IU Telecommunicate Company, which is registered in Cyprus offshore. It is the owner of 49 percent of the company. The second largest shareholder is Aram Khachatryan. He owns 41 percent of the shares of the Company.
Aram Khachatryan is the son of Gagik Khachatryan’s (the Minister of Finance) uncle. By the way, it is interesting that since the formation of the Company on 15 May, 2009 up to 30 December, 2011, the only participant and 100 percent the shareholder was Armen Nazaryan, the son of Gagik Khachatryan’s aunt.
10 percent of shares belong to Aleksander and Hayk Yesayan brothers (Each owns 5 percent of shares). Notably, currently Aleksander Yesayan is the General Director of “Orange Armenia” and Hayk Yesayan is the Director of “U Com”.
Gagik Khachatryan (the Minister of Finance) does not hide the fact that Armen Nazaryan and Aram Khachatryan are his aunts’ sons. In 2013, the Commission on Ethics of High-Ranking Officials initiated a proceeding against him. Appendix 5 of the decision taken on the case referred to his objections and explanations and it is in this chapter that we became aware that Armen Nazaryan, Aram Khachatryan and Gagik Khachatryan were brothers.
It is due to mention that the Ministry of Finance had made a sensational procurement from “U Com” Company, contracts were signed for fixed telephone services with a total value of 102 million AMD.
It is due to remind that earlier, iravaban.net wrote that in August of the last year, the Ministry of Finance had bought sport equipment worth 45.2 million AMD from “Megasport” company, the owner of 100 percent of “Megasport” is Armen Nazaryan.
