The Government will allocate 36.5 Million AMD to buy Two Cars for the Investigative Committee

On tomorrow’s Government session the issue to allocate 36.5 million AMD (76.000 USD) to the RA Investigative Committee for the purchase of two cars will be discussed. The RA Minister of Finance Gagik Khachatryan has submitted the draft.

According to the draft, the Government decided to allow the RA Investigative Committee to buy 2 cars on the account of the means of state budget for 2015. The cost of one vehicle is 21,8 mln AMD and will have a 3.5 liter engine capacity, the other vehicle will cost 14,7 mln AMD and will have a 2,5 liter engine capacity.

The draft also provides that the cars that will be purchased do not meet the requirements of the criteria specified in 24 July 2008 Decision 830-N. Indeed, we learn from the annex of the mentioned decision that the Investigative Committee is not included in the list of structures that may have cars with 3.5 liter engine capacity, and in that case the maximum price for the vehicles is 13 mln AMD.

However, the mentioned criteria were last changed in 2010, when there was no Investigative Committee as a separate structure.

The reasoning for such decision is as follows, “Based on the peculiarities of the work of Investigative Committee there is a need to allocate from the means of state budget for 2015 for purchase of vehicles a sum necessary for the purchase of two vehicles for special purposes, which technical characteristics are different from those provided in the 24 July 2008 Decision 830-N, based on the specifics of the work of the RA Special Investigative Committee.” However the character of necessity is not specified.
