The Delegation headed by the Hovhannes Manukyan, the Minister of Justice is on a working visit to the Russian federation from 20 to 22 November. On 20 November the Minister met with Gennady Kornienko, the Head of the Russia’s Federal Service for the Implementation of Punishment.
Kornienko welcomed the Armenian delegation and noted that Armenia is an important partner for the RF. Referring to the multi-sectoral cooperation; he stressed the importance of the CIS Council of Heads of penal institutions created in the last year.
The RA Minister of Justice expressed his gratitude for the hospitality and provided information on the reforms in the penitentiary system of the RA Ministry of Justice and the current situation in the sphere of the protection of human rights. The minister said that joining the Customs Union and the Eurasian Economic Union implies stirring the active cooperation with Russian colleagues.
The parties discussed a number of issues of mutual interest, specifically in the issues of training and retraining, introduction of the new security systems, renewal of regulatory and technical basis as well as probation service issues.
An agreement has been reached on undertaking practical activities on the issues of staff training, particularly in realization of educational programs for the penitentiary system servicemen in 7 higher education institutions of the Federal Penitentiary Service. It was agreed to cooperate in the sphere of acquisition of security devices for penitentiary system.
On the invitation of the RA Minister of Justice the delegation of Russia’s Federal Service for the Implementation of Punishment will arrive in Armenia at the beginning of 2015, to visit the Penitentiary Department of the Ministry of Justice of the RA.
