Opinion of the UN Committee against Torture about the New Criminal Code of Armenia

The UN Committee against Torture paid attention to many planned and ongoing reforms of Armenia, including the creation of the new Criminal Code, torture and corrected formulas contradicting the International Convention on Human Rights, for example, Article 119, which excludes persecution of high ranking officials for torture and other severe, inhumane attitude and punishment, as well as the Article 341 of the Criminal Code, which criminalizes tortures only if it is used as a method of getting instructions.
Human Rights House reports that the Committee is worried that the Criminal Code will not be able to define torture and the thing, that officials are not responsible for torture.
The Committee also mentioned that the lack of trust towards justice institutions is the result of big numbers of impunity and the fear of being chased.
