Even in Case of the Most Obvious Violations the Position of the Commission on Ethics was Disappointing

The newly established Commission of Ethics and Prevention of Corruption cannot act independently and efficiently under the circumstances when the members of the commission are appointed by the President. Advocate Artur Sukiasyan expressed such opinion in the interview with us, referring to the new draft law “On Prevention of Corruption and Ethics Commission” which was submitted to public discussions recently.

“Moreover, along with the problem that the members of the Commission are being appointed, there is no legal mechanism or procedure, which has a deterrent effect on the independence of the commission members,” Mr. Sukiasyan said.

The advocate informed that from time to time he followed the activities of the Commission on Ethics of High-Ranking Officials, but he had not met any serious resolution of any serious or courageous decision. Even in case of the most obvious violations the position of the Commission on Ethics was disappointing.
