On April 26, a sitting of the Standing Committee on State and Legal Affairs of the National Assembly of Artsakh was convened, which was attended by the Head of the National Assembly Artur Tovmasyan.

The first issue on the agenda was the discussion of the draft Constitution of the Republic of Artsakh, which was presented by the Deputy Head of the Administration of the President of the Republic of Artsakh, Zh. Mirzoyan on the initiative of the President of the Republic of Artrsakh, as a legislative initiative.

According to the reporter, the project proposes to transform the management system: transition from a presidential system of government to a semi-presidential system of government, taking into account the imperative to ensure the security of the PC, as well as the need to ensure the flexibility of the public administration system in emergency situations, in a state of war or a state of emergency.

The draft proposes to regulate, in exceptional cases, opportunities related to indirect elections of the President of the Republic. It is also proposed to reserve the right to elect the President of the Republic to the National Assembly during martial law, defining the procedure for exercising these powers.

The project was approved by the committee with 4 votes in favor. It will be presented in the first reading at the regular sitting of the National Assembly.

Next, the draft law “On Amendments and Additions to the Law “On Enforcement Service” presented by MPs V. Kasyan and A. Hakobyan was discussed as a legislative initiative.

Presenting it, Vladimir Kasyan noted that in case of acceptance of the project, if there are vacant positions of the highest or main groups of the Enforcement Service, all public servants who meet the requirements to be appointed to the given position will equally enjoy the right to be appointed to the position.

The commission unanimously voted in favor of the project.

The annual report on the 2022 activities of the Republic of Artsakh Prosecutor’s Office was presented by Karen Gabrielyan, the acting Prosecutor General of the Republic of Artsakh.

During the reporting period, 2093 crimes were registered, 313 more than last year. The MPs asked questions about corruption crimes, crimes against state power and other crimes.

The question of making changes in the decision of the National Assembly of May 21, 2020 “On establishing the counting committee of the National Assembly of the next convocation”was also discussed. It was presented by MP Eduard Aghabekyan.

It is proposed to form a 9-person counting committee, which the Standing Committee on State Legal Affairs voted in favor of with two votes in favor and one abstention.

These and other issues of the agenda will be presented for discussion at the regular sitting of the parliament.
