The current draft addresses 3 pathological conditions that relate to both mental health and neurological problems. The regulations valid until 2019 will be restored.

It is mentioned in the justification of the draft that the number of conscripts recognized as unfit for compulsory military service with the diagnosis of “Mental Retardation” is being increased from draft to draft. If during the summer draft of 2020, 188 conscripts were declared unfit due to the mentioned diagnosis, during the winter draft of 2022, the number was already 321.

During the 2023 summer draft, more than 1,400 MRI data were submitted, of which 737 conscripts were found unfit for military service. During the winter draft of 2023, more than 1,000 survey data were submitted, as a result of which 220 draftees have already been declared unfit and released for mandatory military service.
