Yes, the state budget of 2020 is  revolutionary. Prime Minister Nikol Pashinyan announced this in the National Assembly during the discussion of the 2020 state budget.

Pashinyan summed up the discussions on the budget.

Parliament voted 77 “for” to 37 “against and “0”abstain”.
