The title of the 147th video material of “Informed Citizen” program is: “The Administrative Body is forbidden…” Anahit Hakobyan, Advocate, member of the Armenian Young Lawyers Association is the expert of the program. Pursuant to Article 5 of the law of the Republic of Armenia in Fundamentals of Administrative Action and Administrative Proceedings, “In carrying out administrative action, administrative bodies shall be prohibited from encumbering persons with obligations or from refusing to confer certain rights solely for the purpose of observing formal requirements, where the obligations imposed on them have been discharged in substance.”
