In Recent Years the Ethics Commission dealt with nothing

The Ministry of Justice developed a draft law “On Prevention of Corruption and Ethics Commission.” However, many people are not aware of its existence, although it appears to be submitted for public discussion and the term of the debate has even expired.

Mr. Viktor Yengibaryan, candidate to NA from “YELQ” block notes that there is an attempt to pass a law far from the public eye, which in no case can prevent corruption and have effective ethics committee.

“It is enough to note that under this draft the Ethics Commission is appointed by the senior officials, and therefore would be under the “total” control of those officials. However, best international practices have proved that the above body must be INDEPENDENT, have its head (as the HRD office), therefore formed based on the 2/3 votes of the NA, and have incorruptible/ honest employees.”

In the interview with Iravaban.net Viktor Yengibaryan notes that this new body which will be created reminds and is like the currently operational Commission on Ethics of High-Ranking Officials of Armenia. “The impression is that it is principally the same structure with some authorities changed. Actually, it would be a non-operational structure; money from the state budget would be spent senselessly.”

As for the activities carried out by the Ethics Commission during the 4 years of its existence, Viktor Yengibaryan said, “In recent years the Ethics Commission dealt exclusively with nothing!”

Viktor Yengibaryan says that the anti-corruption body should be independent and based on the example of HRD; its head shall be elected by the National Assembly. “The position of Ombudsman is provided in the Constitution and obviously has a wide range of freedoms. In addition and the Institute worked effectively in Armenia.”

Victor Yengibaryan said that the independent anti-corruption body should also be provided in the Constitution.
