On 18 January2023, the Office of the Representative on International Legal Matters reported that Armenia was notified about the initiation of arbitration proceedings against Armenia within the framework of the Bern Convention.

According to the Azerbaijani side, it is about the “illegal exploitation of Azerbaijan’s hydropower resources” by Armenia during the period of “occupation” of “Azerbaijani territories” from 1991 to 2020.
