Problem of Inflicting Double Administrative Penalty upon of the Citizen solved

A woman applied to the Advocacy and Assistance Center of Kotayk Marz of the RA. She informed that, her sister, private entrepreneur M. Hakobyan, who was ex-citizen of Hrazdan, had moved to Yerevan in April 2009 and currently was a resident of Yerevan city. In result of changing the place of permanent residence she (her sister) failed to provide a report on the change of individual information to the regional tax service department. On these grounds Hrazdan regional subdivision of the State Social Insurance Service of the Ministry of Labor and Social Affairs of the Republic of Armenia drew up a protocol on 22.04.2009. On 27.04.2010 based on this protocol and in compliance of Part 1 of Article 169.18 of the RA Law on Administrative Offences, a decision to impose a fine of 20000AMD over M Hakobyan was taken.
A similar decision to impose a fine of 20000AMD over M Hakobyan for administrative offence on the same grounds was taken on 22.05.2009 in Yerevan. On 05.06.2009 Mrs. Hakobyan had already paid the fine in compliance with the provided order, and as her sister insisted had submitted the receipt to Hrazdan regional subdivision of the State Social Insurance Service. However the employees of Hrazdan subdivision neglected the fact and again required to pay the fine. The beneficiary faced the neglegence of the employees of Hrazdan regional subdivision of the State Social Insurance Service for several months. Finally decided to apply for the support of Kotayk AAC and as the future progress of the case showed she was not mistaken.
In order to receive clarification referring to the above mentioned, on 06.08.2010 Kotayk AAC send a note to the head of Hrazdan regional subdivision of the State Social Insurance Service of the Ministry of Labor and Social Affairs of the Republic of Armenia. The reply of the head of subdivision informed that the problem had been solved positively and the citizen did not have to pay the fine for administrative offence for the second rime and would not suffer further negligence of the employees of the state entity.
In result of urgent response of the Advocacy and Assistance Center of Kotayk Marz long lasting problem was solved.
The beneficiary expressed her gratitude to Kotayk AAC and presented a small souvenir with a gratitude postcard, where she mentioned that the Advocacy and Assistance Center of Kotayk Marz assisted to restore justice.
