“Financial Persecution of Judges a Savage Solution:” Minister of Justice

“The RA Human Rights Defender’s report has become an issue of thorough discussions in the RA Ministry of Justice,” replied Minister of Justice Hovhannes Manukyan to the question of the reported of Iravaban.net.

“We agree with a number of issues, there are some issues that are of general scope and we are going to speak about these during the relevant hearings at the National Assembly,” said the Minister.

He highlighted the importance of the HRD’s reports and feedback as a specific source of identifying problems in our system. “We shall study and analyzed the findings recorded in the HRD’s report and find solutions,” noted Hovhannes Manukyan.

Notably, the section related to the Ministry of Justice in the 2015 report of the Human Rights Defender includes 15 omissions and problems, and 10 of those refer to and are result of the shortcomings in the legislative field.

The Minister spoke about the ECHR decisions against Armenia as well. “It is caused by the imperfect legal system, the judicial system is not functioning effectively, and a number of reasons: such as existence of corruption risks, including in the judiciary. There are a lot of reasons, but vengeance is unacceptable.”

According to him in such cases, not only the judges had allowed violations of human rights, but also a number of different officials and other representatives of the state, “There are no financial prosecutions anywhere against such representatives and especially the judges. This is a savage and brutal solution, and I am totally against it,” said the Minister.
