“Heritage” Faction recommends increasing the Number of SCO Representatives in the Anti-Corruption Council

“Heritage” Faction has replied in a letter to the RA Prime Minister Hovik Abrahamyan with regard to the formation of the Anti-Corruption Council. The letter reads:

The presence of efficient anti-corruption strategy and operational institutional system for its implementation is the most important condition to ensure the development of the Country.  We strongly believe that it may be effective if it is established based on certain principles, to avoid the mistakes of the similar committees that were formed in the past. We recommend:

1. The Governing Body of the Council shall include the representatives of the state, as well as opposition and SCO members of the Council. The Chairmanship should be carried out based on the principle of rotation of the state, opposition and civil society representatives.

2. The Civil Society organizations that shall be included in the Council should have significance presence (5 representatives), and have the right of equal vote with the other members of the Council. The civil society representatives shall be members of the non-governmental organizations or unions that have carried out at least 3-4 years effective anti-corruption activities.

3. In addition to the advisory function, the Anti-Corruption Council shall be authorized to apply to the relevant state administration bodies with request to initiate corresponding proceedings based on the facts obtained during its operation.

4. Establish a permanent staff of the Anti-Corruption Council, which operates on paid basis.

5. The staff shall have an expert group.

6. The experts invited to work in the Anti-Corruption Strategy Implementation Monitoring Commission at the Council shall work on paid basis

7. At least once in 3 months the expert group and joint monitoring committee of the staff shall submit to the Council a report on the results of their activities during this period.

8. The Council shall closely cooperate with the structures that carry out anti-corruption functions or are established for that purposes in other governmental agencies.

“Heritage” Faction is ready to discuss and participate in the formation of the Council and organization of its activities in case if these recommendations are accepted.
