“Impunity leads to increase in Crime”: Arshak Gasparyan

“As a rule, such cases are classified as contract murders,” Arshak Gasparyan, President of “Social Justice” NGO said about the yesterday’s shooting near “Nubarashen” penitentiary, in the interview with Iravaban.net.

“Leaving the weapons in the site of the murder is a message, ‘we’ve done the job and left’. The client also sees that the murder was performed using that weapons. This may be the evidence of contract murder. If the information is correct, and the criminal authority Lyovik, then it may be considered that he was just the one who was contracted to be killed, because the representatives of other clans or people with other ideas usually desire to liquidate such people,” he said.

We also touched the circumstance that that at about 14:00, near a penitentiary institution, which is furnished with video cameras, such murder takes place. The Criminal psychologists expressed opinion that the number of such murderess had increased. “They have become “like a normal thing.” Its reasoning may be found in different places. And one of them is that the daily news inform that someone is killed and the murderer is not convicted, or punished,” Mr. Gasparyan said.

He also said that in general there are factors in Armenia that contribute to the rise of crime, and it was necessary to carry out studies. “We want to initiate a research. That is a professional survey is needed, to be able to understand people of which age are more inclined to crime, the types of the crime, and why just such people,” the NGO leader said. He also added that the current developments in Armenia did not coincide to the mentioned above. “Neither similar types of crime, nor use of similar weapons, or similar place, nothing that will match the textbook. That is only the victims are similar, no one has killed the criminals or the oligarchs so that we can consider it as public wrath. No one began to involve the juveniles so that we could say the criminals’ methods are developed.”

In conclusion Arshak Gasparyan said that at present the increase of crime remains an urgent problem in Armenia. “All these shall be analyzed and understood. I see that impunity is being offered to the public, which affects us all. In fact it is possible just to shoot in the man’s head in Armenia. Basically, everything is permitted. It turns out that the impunity leads to an increase in crime,” said the expert.

With regard to prevention activities, the NGO leader criticized the police, saying, “There are different subdivisions in the police which especially keep control over the criminal authorities. This means that we may assume that for example some developments had occurred around the same authority Lyovik, and so on. And it may be assumed that somewhere some discontent might have remained at it was possible to prevent it.  We are talking about the fact that we and the media reveal the crime that has already been disclosed. The police came to the scene of the crime only when the crime has been disclosed and the murder had occurred. No, we need the police which will show that has prevented a murder case. Finally, the murdered person was a human being and in general it is not essential to know exactly who he was,” concluded Arshak Gasparyan.

Yesterday, at 13:59, as a result of shooting near “Nubarashen” penitentiary three people were killed: the criminal authority the 43-year-old Levon Ghazaryan, (known as Yerrordmastsi Lyovik), the 35-year-old Drastamat Tadevosyan (Dero), and the 30-year-old Mesrop Nazaryants.
