Conditions in Penitentiaries will be Considerably Improved. Suren Krmoyan

On 14 November the Ministry of Justice and the Renewable Energy and Energy Efficiency Fund of Armenia signed an agreement on energy efficiency program.

In the framework of the program it is envisaged to make investments of 1,6 billion AMD to implement energy efficiency projects in 10 penitentiaries, as a result around 7000 kVt/h energy saving is expected accounting for 300 mln AMD. At the expense of these saved means the investments of the Fund will be further returned.

Deputy Minister of Justice Suren Krmoyan told Iravaban.net that it is planned to improve the costs of energy consumption in penitentiaries. “Particularly we plan to insert heating systems, recover and ensure heating insulation changing the roofs and doors. We`ll achieve a situation ofat least 50% decrease of energy costs in Penitentiaries. At the expense of this saved money we can compensate the investment costs for coming years”.

Mr. Krmoyan also said that in the framework of this program new technologies will be used – solar water heaters, energy-saving lamps. “Finally we`ll have decrease of dangerous emissions for the environment, thus having a serious ecological impact”, said the Deputy Minister.

According to our interlocutor, due to this program there will be much savings in the budget. “We`ll have savings of around 700 or 800 thousand USD annually and we`ll improve the conditions in penitentiaries without additional investments, and we`ll make investments in the future years at the expense of savings”, said the Deputy Minister and added: “The Renewable Energy and Energy Efficiency Fund of Armenia will implement the planning, later on the construction works, and we expect to implement the entire project in maximum 18 months. I think next year we`ll have the first reconstructed penitentiaries”.
