Not Everything is Decided by the Legislation. Gagik Ghazinyan

Member of the Commission on Constitutional Reforms, Dean of the Law Department of YSU Gagik Ghazinyan marks the importance of these reforms, while at the same time stated that even if the legislation is improved in these frameworks and corresponds to the requirements of the time and society, there will still be much work to do.

“I think that we deal with a trinity. First is the good legislation, if we want to have a vital and conscious society, second is the effective and fair law enforcement bodies who will work by those laws, and the last component is the society with a certain level of right-consciousness. If one of these components misses, then we`ll have a non-desirable outcome”, says Mr. Ghazinyan.

He stated that incomplete legislation gives opportunity for the law enforcement bodies to not be able to implement positive solutions. “For example, in terms of the judicial authorities we have a problem with the Council on Justice, it should be independent, but the Constitutional solutions are such that hinder this process”, clarified Mr. Ghazinyan.
