Will the ministry handle the full process of judiciary reform from beginning to end?

The implementation of the judiciary reform of 2012-2016 is a matter of honor for our government. This belief is shared by Minister of Justice HrayrTovmasyan who assures everything will be done to accomplish it.
The minister believes the reforms will be comprehensive. The reform is not limited to judicial power. For the first time it will also involve the legal education area.
Today the Ministry of Justice was introducing the 2012-2016 judicial reforms program.
HrayTovmasyan wishes for one thing: “To have legal, democratic state, to have efficient and fair judicial system, a predictable judiciary, as there is no other way”.
Acting head of legal Analysis department at Human Rights Defender’s office Aram Vardevanyan believes that court-related problems in Armenia are numerous and most painful.
The lawyer appreciated the mechanisms in the reform that allow for disciplinary responsibility to judges.
“After all, the only way to fight against all illegal activities of judges is bringing them to be responsible for actions. In that case judges will be more careful which will lead to lower degree of illegal acts,” says Aram Vardapetyan.
He carefully studies the program. He assures it’s well-drafted. He only worries about possible problems during implementation. Is there clear vision on procedure of implementation?
HrayrTovmasyan, on the other hand, seems to have the mode of implementing the reform in mind.
“The program implementation is like construction project. You need to assign specific specialists to specific tasks. And I can already see the comfortable building, where the Armenian people are going to live,” minister said.
He says the ministry will try not to use loans in implementation of the project. They will limit it to budget and grant means.
They have launched a project which they hold in their hands – from the beginning to the end.
