Gagik Ghazinyan has not changed his Opinion on the Governance Model

In the framework of constitutional reforms it is offered to make a transition to the parliamentary governance model instead of the current semi-presidential one.

Gagik Ghazinyan, member of the Professional Committee on Constitutional reforms, the Dean of Faculty of Law of YSU is for the current governance model. “I am of the opinion that as long as the current governance model has not expired itself and its is possible to improve the deficiency through raising its efficiency and to achieve good governance, which shall not hinder to the development of our society,” Mr. Ghazinyan said.

He also said that the final decision has not yet been established in the Committee. “There are a lot of pros and cons; it is not a secret that the vast majority of parliament is for the parliamentary governance. They also draw well based argumentations. However this is a problem that shall be solved by the political forces, we shall introduce our arguments, the results will be decided as a result of political discussions.”

Mr. Ghazinyan also said that a number of problems exists during transition to the parliamentary governance models, “They are due to the change of the governance mode, as this decides the activities of many other institutions. Parliamentary model means that a lot of institutions and governmental wings will act in this form of the governance,” he said.
