Who will be Armenia`s judge at the ECHR?

Armenia`s former judge at the ECHR Alvina Gyulumyan is already a member of the Constitutional Court. This information was provided to Iravaban.net by the Press Secretary of the Constitutional Court Hovhannes Papikyan adding that decision of Mrs. Gyulumyan`s appointment has been made recently. “But she will probably assume her powers from October…. She has some unfinished business in ECHR, and will start her work at the Constitutional Court as soon as she finishes it”.

And it is still not known who will be Armenia`s judge at the ECHR. The competition for this position was launched on September 3, and before that on August 2 by the decree of the RA President a Competition Council was established. Though the deadline for applications is already close (September 24), there are no candidates yet, informs Tsovinar Khachatryan, Press secretary of the RA Minister of Justice.

Member of the Competition Council, Rector of the Academy of Justice Ruben Melikyan says that he has learned only from media that there are no applications received. “I am sure there will be many applications”, he added. Mr. Melikyan also stated that the following criteria will be applied – professional qualities, languages, as well as personal-moral characteristics.

Until now several names have been circulted in the media for the candidacy of Armenia`s judge at the ECHR. It was mentioned that Head of the National Assembly Staff Hrayr Tovmasyan, Deputy – General Prosecutor Emil Babayan, Legal issues Assistant to the President Georgi Kutoyan, Deputy from the Republican party  Arpine Hovhannisyan, International law expert Ara Ghazaryan, as well as advocate Vahe Grigoryan pretend for this position.
