The chief of the specialized department, thoracic surgeon of the Hospital 1 of Vanadzor G. Iloyan and the radiologist of the same hospital V. Mkhitaryan were arrested by Lori region prosecutor’s instruction. According to the Prosecutor General’s Office of the RA, they are suspected of improper implementation of their professional duties.
On 23 March, 2012, a criminal case was initiated in the Investigation Division of Lori Police on the improper implementation of the professional duties by the surgeon and radiologist of the hospital.
The preliminary investigation revealed that on 12 October, 2012, at about 10:00 p.m., the resident of Vanadzor V. Markosyan had been taken to the Hospital 1 of Vanadzor with a diagnoses of chest and spine fractures. Shortly afterwards, V. Markosyan had died in the hospital.
According to the investigation, on 11 October, 2011, V. Markosyan had unwittingly fallen in the front entrance of his flat and got bodily injuries. The next day, at about 02:00 p.m., he had called the ambulance and taken to the Hospital 1 of Vanadzor where was diagnosed “fracture of the left 9th rib and lung tuberculosis”. After the painkiller injection V. Markosyan had been told to apply to a specialized doctor that is to a pulmonologist. On coming home V. Markosyan had got worse and, on the same day, at 11:10 p.m., had been taken to the hospital again and died.
According to the forensic examination conclusion, not only the 9th but also the 5th, 8th and 10th ribs had been fractured together with a pleura fracture, internal bleeding which had caused V. Markosyan’s death.
Pursuant to the conclusion of the commission forensic examination V. Markosyan diagnoses had been incomplete. In particular, the radiologist V. Mkhitaryan had not found the four rib fractures and the surgeon G. Iloyan had not taken the patient under the dynamic control and carried chest X-ray light, listened to the patient’s lungs, etc.
On 23 March, 2011, a criminal case was initiated according to the Part 2 of the Article 130 of the Criminal Code of the Republic of Armenia against thoracic surgeon of the Hospital 1 of Vanadzor G. Iloyan and the radiologist of the same hospital V. Mkhitaryan on the improper implementation of their professional duties which caused V. Markosyan’s death.
The preliminary investigation is carried on.
