The Ethics Commission is Busy with Nothing: Viktor Yengibaryan

“Yelk” Alliance proposes to create a universal independent anti-corruption body. Victor Vengibaryan, Parliamentary candidate from “Yelk” Alliance in the 2nd precinct (Arabkir- Ajapnyak-Davitashen) answered to the question of Iravaban.net’s journalist at the press conference.

According to him, this is one of the most important points in the fight against corruption. “In addition, an independent anti-corruption body should have a professional staff. Today, we have The Commission on Ethics of High-Ranking Officials which is busy with nothing,” Mr. Yenghibaryan said. Another participant of the press conference, Parliamentary candidate from RAF Dasnaktsutyun in the same precinct Mr. Artur Ghazaryan added that the current situation is due to the fact that the Commission has no powers. “Of course, the authorities provide the powers,” Mr. Yengibaryan stressed.

He also stressed the need to change the procedure for appointing the members of the Commission on Ethics, that is the candidates to the Commission from the state bodies should be appointed by the National Assembly and not by the President, “Otherwise a conflict of interest arises. Whereas the anti-corruption body should be independent and should not be appointed by the government,” the candidate from the alliance concluded.

Speaking of judicial reform, Viktor Yengibaryan mentioned the importance of Armenia-EU framework Agreement, “We see positive developments in cooperation with the European Union,” Mr. Yengibaryan said.

Arthur Ghazaryan interconnect fight against corruption with the independence of the judiciary. He said that the new constitution created more guarantees for it. “Judicial power is subject to change. Positive changes are observed compared with the previous. Here is a tendency to independence, it shall not depend on the executive branch as it is today. This means that after improvement, a branch of the government that fights against corruption becomes much more restrictive, and balancing and performing its functions,” he said.

According to him in addition to the opposition, the entire society shall support the fight against corruption. “The fight against corruption is not one-sided. There should be political consciousness and it is necessary to act together,” he concluded.
