In the General Department of Investigation of Particularly Important Cases of the RA Investigative Committee, the preliminary investigation of the case on abuses in “Byureghavan boarding institution for child care and protection” was ended. According to the evidence obtained during the preliminary investigation, financial abuses were recorded in 2004-2014, and violence towards children in 2010-2014.

According to preliminary investigation, with the joint criminal intent of large-scale embezzlement, in 2004-2014, a number of people carrying out actual work were identified as employees of SNCO, in 2004 two persons were identified. Their data were included in the schedules as official documents for calculation of working time, thus manipulating with this data, and approved by the director’s signature.

False documents on calculation of the salary were drawn up and the amount of salaries in the name of mentioned persons were withdrawn, squandered and wasted.

In addition, during the preliminary investigation, sufficient evidence was obtained proving that in the mentioned institution, systematic violence was applied against children causing them severe mental suffering. The number of affected children reaches to 14.

With the combination of obtained evidence in pretrial proceedings, the amount of indictment on three persons previously involved in the case was changed and new one was charged.

SNCO director G. Margaryan was charged under Article 179, Part 3, Point 1 of the RA Criminal Code on squandering in large amount, Article 314, Part 1, on official forgery and on Article 119, Part 2, Points 1 and 3 in relation to a minor or a person dependent financially or otherwise on the perpetrator, as well as, in relation to a kidnapped person or hostage. Detention was selected for her as a precautionary measure.

Chief Accountant P. Martirosyan and Staff Inspector A. Hovsepyan were charged under Article 179, Part 3, Point 1and Article 314, Part 1.

The criminal case was sent to the prosecutor supervising the investigation, the indictment has been confirmed and the case sent to the court, for the thorough examination.
