Why the Police were trying to arrest the MP Aram Manukyan: The Police Clarification

According to the Decision of 22.09.2015 of Yerevan Mayor’s representative took the note of the planned march from the Liberty Square – Mashtots Avenue v- Baghramyan Avenue (on the pavement near building 19 Baghramyan Avenue neighboring to the fence of the NA) and back from Baghramyan Avenue – Mashtots Avenue –Liberty Square, which should take place on 5 October. The Ra Police informs.

The police also reports that the participants of the march however by passed the conditions provided by Yerevan Municipality and stopped the march in the area neighboring the territory of the RA NA and organized a gathering.

The police warned the leaders of the rally that the gathering was held in violation of the terms for awareness action (the violation is provided in part 1 of Article 1801 of the RA Code on Administrative Violations).

The police required the leaders of the rally to take measures to ensure normal course of the rally, but the latter refused to perform their obligation to ensuring the natural course of the assembly, provided in Parts 1 and 3 of Article 31 of the RA Law on Freedom of Assemblies.

Based on the fact of failure of the participants of the rally to perform the responsibilities (provided in Part 11 of Article 1801 of the RA Code on Administrative Violations) the Police arrested a number of participants and brought them to Arabkir Police Department.

Aram Manukyan, Member of the RA Parliament, was among the arrested by the police officers people. Seeing Aram Manukyan among the arrested people and based on Article 66 of the RA Constitution, no measures were taken against the arrested.
